Construction Business Incubators are facilities that provide small, entrepreneurial businesses with affordable space, shared support and business development services, such as financing, marketing and management. To facilitate these objectives, as well as responding to Federal guidelines for their “Mentor Protégé” program, the ECBI was launched as a standalone non-profit 501 c-3 corporation to serve as a catalyst to help fledging, disadvantaged businesses successfully attain construction business opportunities. The mission of the Emerging Construction Business Incubator is to foster emerging small business in growth and enhance their capability of obtaining and performing successful government contracts and subcontracts. By creating long- term relationships between small businesses and prime contractors, the goal is to increase the overall number of small disadvantaged businesses receiving contracts to grow and prosper with experience. Incubators can play a nurturing role in helping start up companies survive and grow during the start-up period when they are most financially vulnerable.


Emerging Construction Business Incubator Current Projects:

The ECBI regards the Mitchell Field Noise Management Program (NMP) as one of the major successes of 2010 and 2011. Over 50 minority firms were reviewed trained and certified for consideration as contractors for this project. Training alone accounted for 40+ hours of intense participation on the part of Disadvantaged Business Enterprise (DBE) and included a complete rundown of County and Federal government procedures.

Since this project has a long time frame of performance, the County is still interested in adding to this list any disadvantaged firms certified with Milwaukee County and are therefore encouraged to contact the ECBI or the MNP program for further consideration.

Additionally, the ECBI can help provide service in guiding new firms through the intricacy of all governmental contracting as well as supplying technical assistance for the following;

- Marketing and customer development
- Bid estimating
- Proposal writing
- Negotiating sub-contracts
- Strict governmental accounting requirements
- Payroll
- Bonding

Typically these services are provided at no cost.
